This paper has been produced to support the Special Rapporteur on the sale of children, child pros tu on, and child pornography in the prepara on of the yearly thematic report planned to focus in 2016, on the demand for sexual exploitation of children. In order to meet this goal, the objectives of this contribution are to:

  • Undertake a comprehensive literature review, compile informa on and conduct analysis of the demand for sexual exploitation of children;
  • Distil key learning from successes and gaps in existing legislation, policy, research and programme responses;
  • Identify recommendations to critical gaps and propose a new comprehensive prevention framework, including a theory of change model, to address demand. The paper was prepared between August and October 2015 by two international children’s rights experts, one responsible for research and drafting of the sections relating to legislation, law enforcement, and the private sector, and the other for developing the remaining chapters. A team of legal and child rights researchers provided support.
