This report provides actionable recommendations to U.S. government agencies on efforts nationally and internationally, and as agencies cooperate with state, local, and tribal governments, NGOs, faith-based organizations, community members, businesses, philanthropists, and the survivor community. It is organized by the Council’s two working committees focused on underserved populations and survivor-informed leadership, respectively. For each topic, this report provides an overview of the committee, identifies recommendations to improve federal anti-trafficking policies and programs, and highlights areas for future cooperation.
