This toolkit examines key municipal provisions in the state of Texas (US), that target sex trafficking illicit massage businesses (IMBs), and outlines best practices for drafting a municipal ordinance, including purpose, scope, and penalty provisions. The toolkit also analyses the advantages and disadvantages of adopting a municipal scheme and implementing operational requirements. Finally, the report explores zoning/land use regulations and building code/structural regulations that could be used to regulate IMBs.
