This report highlights three key themes:
1. Coal is increasingly a Global South industry.
2. Coal is a human rights issue.
3. Accountability is missing. Human rights violations caused by the coal industry, and other actors that support it such as security personnel and government officials, are rarely prosecuted, nor are victims able to obtain civil remedies in most cases.
