This report, commissioned by the International Organization for Migration (IOM), examines existing recruitment monitoring mechanisms and compiles good practices of the Colombo Process (CP) countries and key destination States. The report also reviews current provisions for migrant welfare assistance for CP nationals in origin, transit and destination countries. The report concludes with a proposal for a framework to measure the effectiveness of recruitment monitoring. As we approach the new targets for human development that will be set in the “post-2015 Sustainable Development Goals”, it is more important than ever to make ethical recruitment and migrant well-being important cornerstones of labour migration policies in the CP region and throughout the world.
