This document builds on a discussion paper developed by the Inter-Agency Coordination Group against Trafficking in Persons (ICAT) on the current state of evaluation practice in the field of trafficking in persons (TIP). The ICAT discussion paper and consultation process concluded that the field lacked appropriate tools and resources with which to capture, analyse and employ accumulated knowledge in the sector. In response, ICAT has developed this toolkit.
